The workshop shifts take 8 hours to complete and you have to wait for 4 hours before you can complete another shift but as you upgrade the workshop the shift time gets shorter. The materials you earn vary each day, you can find out which ones you can earn that day from the schedule tab: The materials can be earned by completing workshop shifts and your sims will sometimes earn them when they complete relationship, career and hobby events.
